To me this was a confusing grammar section, one I can see being taught to intermediate or more advanced students. Part of being able to understand Modals, Phrasal verbs, and Passive Voice is being able to identify the different parts of speech and understand how they link together. It would be a good idea to introduce Modals and Phrasal verbs after a review of previous grammar sections. Depending on whether the students are learning English for formal or casual use would decide on the focus for the lessons. I see Modals and phrasal verbs useful for formal and casual use, while I think Passive Voice and Relative Clauses are a good way to improve fluency by introducing variety into the way the students form sentences. As for teaching ideas, I can foresee many dialogues, role-plays, and worksheets being used to get the students familiar with using the 'new' grammar rules. Maybe including these principals in a larger project, like filming an episode for a soap opera. That would tie-in new vocabulary with older vocab and grammar, as well as practice changing tone. Requiring a written script that includes both dialogue and action would cover all bases for Receptive and Productive skills while adding new vocab and grammar. A long term project, likely as a final grade.
