Unit 12 covers teaching the productive skills of language: writing and speaking. There are various reasons particular students will not often speak in a class (documented in previous chapters). Speaking is the generally the most prominent indicator of understanding a language, therefore once the lessons desired vocabulary has been absorbed, STT should be maximized through the use of pairings, and group activities.
I feel that although the introduction to unit 12 mentions writing is often overlooked and neglected, it can essentially be practice outside the classroom with little disadvantage, compared to advantage of prioritizing speaking in the supportive and focused environment of an ESL classroom.
