I have learned that accuracy and fluency are equally important- with emphasis on each being dependent on the phase of the lesson. Accuracy is the focus in the study phase where the students are learning the structure of the language. Fluency is the focus in the activate phase where the purpose is to basically get the students to speak. Drilling exercises and prompting are strategies to help with accuracy. Free role play, discussions,information gap, debates, simulation and communication games serve to get students talking and helps with fluency as a result.To encourage interaction, students can work in groups or pairs with sufficient controlled/guided practice of the material and ample time to think about their responses. Of course, careful preparation of the teacher is always essential.
