Evaluating and testing students abilities with English as a second language is necessary and helpful for both students and teachers. It is important at the beginning of a course in order to get an idea of the students ability to start with , and to continue with brief informal testing throughout the course to keep a check on progress and where improvement is needed. Evaluation of the course content from students is also important as their feedback helps teachers to know if they need to adjust the balance of the coursework, for example, between the elements of reading, listening, writing and speaking... Is there too much emphasis on grammar and not enough fluency practice etc..
Often testing is needed when a student is looking for work and English is the primary language, so they need to be used to dealing with tests and evaluating their own progress also.
