The discipline in your class depends on the way a teacher takes classes, types of techniques he uses and the English level of pupils. In order to handle the class, teacher has to use some activities during the first lesson which will help to understand them better: find out about students, their interest, needs,English level.
If there is a group of students with the different English level it is better to pair strong student with weaker one, use same materials but different tasks.All classrooms will have their share of problems and it is imperative that the teacher be prepared to troubleshoot. Having multiple backup plans for how to draw out a recalcitrant student, or how to keep different level students engaged while working on the same activities is an important part of lesson planning.
