Modal verbs and phrasal verbs are usually the hardest parts of English grammar for ELT students to learn, this is because most students do not use such forms in their native language. The most challenging task for a teacher is to explain the right meaning and the correct use of each form. More often than not, students have already come into contact with verbs such as can and should and have already used it lots of times before, therefore, they find it hard to understand the various uses of each verb in terms of possibility, permission, ability and most of all formality, such as the case with Italian students who are used to using pronouns to express formality in Italian. In my opinion phrasal verbs can only be taught as vocabulary, however, students should also read a lot in English so as to be able to understand in which context to use which phrasal verb.
