CLassroom arrangement, student discipline, and student or teaching talking time are essential components of any given lesson. Classrooms can be arranged differently for specific lesson types, and factors like class size and activities should be closely considered when choosing a seat or desk arrangement. Establishing a strong teacher to student (and student to student) rapport will create more effective lessons and cut down significantly on discipline issues. Some students are more motivated to learn than others, and students that are highly motivated to learn will typically be more disciplined than those who are not.
Whether students work individually, in small groups, or in pairs should be determined based on the content of each lesson--and small groups/pairs/individual work allows teachers to focus on each student more closely than working together in an entire class.
