Accuracy and fluency are both equally important in the learning environment. Accuracy gererally comes before fluency, because students are not to be expected to be able to be fluent if they can't produce correct language. Thus, some degree of accuracy is needed in order to practice fluency effectively.
Students should be encouraged to speak so as to practice their English speaking skills. That may prove difficult in certain contexts. Teachers have some techniques they are able to use to promote an environment appropriate for students to speak focusing on fluency.
Care should be taken in the preparation of the speaking and writing activities. Building a desire for creating a piece is needed to motivate students.
Some issues that students can have related to writing, but not to speaking, in principle, are:
the layout of text, punctuation, spelling, handwriting, and the contracted forms.
