I think in assessing a student’s language level, it is always necessary to include a speaking test. In my observation, the ability to skillfully speak is learnt at a later stage especially for adults who are learning a new language. If you are studying in a language school, reading and writing skills will be the most practiced skills. Written exercises and tests are provided but speaking exercises are only allotted for a few minutes. Normally, you have to practice speaking outside of the school.
I have taken the IELTS twice a few years ago and though I was nervous with the Speaking test more than the three other tests, I believe it is still a good gauge of one’s ability to process a thought, idea or opinion on the spot. On the other hand, the Japanese Language Proficiency Test (JLPT) does not have that component and I think they must include that in the years to come to really measure one’s ‘proficiency’ of Nihongo.
