Every teacher examines the students at the beginning of the school year. It helps the teacher to know the students level. Personally, I would give to my students some leveled book to read to me, so I would know the accuracy and fluency level of the student. Then I would ask the student to talk about that book to check his/her comprehension skills. If she/he is not confident to speak then I would give a paper to write or draw pictures of a story. My opinion as ESL teacher is to start testing by assessing a general level of self-confidence and talk with beginners using vocabulary by reading picture books and games. Once class starts then focus on diagnostic tests and then progress tests.
