The speaking and writing phases are critical to the development of the learner. When a student is learning a new skill, it is imperative that they develop a full working knowledge of that language. Reading and listening are only a part of the equation. The higher level skills are speaking and writing. As we examine communication skills accuracy and fluency are equally important, but are obtained in different ways. Accuracy focuses on, just as the name implies, correctly producing the language. Fluency gives the opportunity for more creativity by being more concerned with \"effectiveness and flow\" of communication. Controlled and guided activities are examples of accuracy based output. Fluency examples would include role-play, discussions, debates, information gap, etc.
