There are two productive skills;speaking and writing.while speaking and writing are substantially different in many ways they both are used for the same purpose-to communicate. Accuracy activities are concentrated on producing correct language.such activities are usually controlled to ensure reproduction of language.
Fluency activities are concentrated on allowing the students to experiment and be creative with language.we are less concerned with accuracy and more concerned with the effectiveness and flow of the communication.Reading and listening skills should always be presented by the teacher with interesting, well organized materials so students learn it with motive.
It is important that students master the skills of skimming, scanning, reading/listening for specific reasons and guessing from context because they will need it for tests but most importanly for life itself as a bilingal citizien. Therefore, teachers should always present different materials for each purpose so students can have a wide range of examples and training such skills.
