In my experience as a learner and as a teacher, modal verbs and passive voice are relatively easier to understand than phrasal verbs. Modal verbs and passive voice can be practiced and explained within controlled exercise and can be understood through contextual relationships. Phrasal verbs, on the other hand, requires a certain understanding of usage of the phrase, even involves the use of some idiom, which is quite difficult for second language learners. It should be introduced and taught through daily learning and exercise. I think it will be easier for students to develop a better a understanding of phrasal verbs if the learning is spontaneous and blend in with the daily accumulation of vocabulary and common phrases.
